We are in Lockdown without even knowing it

We are in lockdown without even knowing it. Most people have been primed and know how to behave when there is a lockdown: minimise socialising, don't attend large gatherings, meet outside whenever possible and DO NOT HAVE a Christmas party.
Although Rishi Sunak was quoted saying "the Government is not telling people to cancel things. It's not closing down businesses", the message is implicit.
All we hear is doom & gloom news.
All the friends we have heard from have had numerous cancellations and empty to half empty pizzerias
People are cancelling their Christmas gatherings and this is affecting hospitality. Businesses will lose revenues and start cutting staff's hours.
The Government can't just wash their hands of this. Hospitality needs help.
